The R1 for electronics and crossplane character, the ZX-10R for a chassis honed by racing and a slightly more usable road setup.
Neither meaningfully. Both sit in the top consumable band for tyres, pads and fluids, and bodywork is the largest single risk on either.
Legally yes, sensibly rarely. Both deliver their performance well above road speeds; the ZX-10R is the more comfortable of the two for road use.
